Q. 인도네시아 할랄청 (BPJPH) 의 설립 배경이 무엇인가요?

Question : What is the background of the foundation of BPJPH Indonesia?

A. 1989년 인도네시아 울라마협의회(MUI)는 LPPOM-MUI를 설립하고, 그간 MUI주도로 할랄 인증이 시행되고 있었습니다. LPPOM-MUI가 설립된 배경은 1988년 젤라틴, 식품 및 음료의 라드와 같은 돼지의 파생 제품이 발견됨으로서 할랄 인증의 필요성이 커졌기 때문입니다. 그러다가 인도네시아 정부에서 할랄인증을 국가적으로 더욱 체계적으로 관리하기 위해서 2014년 제 33호 법률과 2015년 제 83호 대통령 법령 및 2016년 제 42호 종교부 장관 법령을 통해 인도네시아 할랄청 (BPJPH)을 2017년 설립하였습니다. 이어서 ‘할랄제품 보증의 실현에 대한 2019년 제 31호 정부 법령’과 ‘2019년 제26호 할랄종교부 법령’이 공포되어서 할랄인증의 모든 법규, 정책, 절차확립, 인증, 관리, 홍보 등을 인도네시아 할랄청(BPJPH)에서 수행하게 되었습니다.

Answer : The MUI Indonesia founded LLPOM-MUI in 1989 and the Halal certification has been carried out by the lead of MUI since then. The background of the foundation of LPPOM-MUI was that there had discovered gelatin and such derivative as lard from food and beverage in 1988, which made it stronger the necessity of the Halal Certification and for national and systematical control, the Indonesian government established the BPJPH in 2017 according to the 33rd Presidential Order 2014, 83rd Presidential Law 2015 and the 42nd Law of Ministry of Religious 2016. And the BPJPH got to execute all the establishment of procedures, certification, management, advertisement and the law and policy with the announcement of the 31st governmental legislation in 2019 : The realization of the guarantee of the Halal products and the 26th law of Ministry of religious of Halal in succession.

Q. 기존에 MUI에서 받은 할랄 인증은 어떻게 되는 건가요?

Question : What it would be the existing Halal Certification issued by MUI?

A. 기존에 MUI에서 받은 할랄인증은 당초 인증받은 유효기간동안은 그대로 유효합니다. 하지만 내용을 갱신을 해야 하는 기업들과 새롭게 할랄인증을 받아야하는 기업들은 지금부터는 모두 인도네시아 할랄청(BPJPH)에서 받아야 합니다.

Answer : Those Halal certifications issued by MUI are going to be good within its validity or expiration. But for those who need a new or renewal of the Halal certification, they should contact and be issued from the BPJPH Indonesia from now on.

Q. 새로 바뀐 할랄인증 관련 법령에 대해 간단히 설명한다면.

Question : Would you briefly explain this newly changed Halal Certification related legistion?

A. 기존에는 인도네시아로 들어오는 제품들은 의무와 필수가 아닌 자율적인 할랄인증을 받을 수 있었으나, 2019년 10월 17일부터는(2024년 10월 17일까지 5년간의 유예기간을 둠) 인도네시아에 들어오는 모든 제품들은 의무적으로 할랄인증을 받아야만 한다는 것이 주요 내용입니다. 먹는 것(음식), 음료, 의약품, 화장품이 우선적으로 적용될 것이며, 식음료 외의 다른 제품 (의료기기, 건강식품, 의약품 등)도 향후 순차적으로 할랄인증을 의무적으로 받아야 합니다.

Answer : Whereas the existing Halal certification could be issued in an autonomous manner, not actually an obligatory nor mandatory way for any goods into Indonesia, but from Oct.17th,2019( there will have 5 years of grace period until Oct.17th,2024), every single product gets into Indonesia will mandatorily be received the Halal Certification, is the main contents of the change. Food and beverage are the ones firstly applied and the other products( Medical goods, Health food, Medical goods and supplies) will be obligatorily issued the Halal Certification in consecutive order.

Q. 그러면 앞으로 한국의 기업들이 인도네시아에 진출하고자 할랄인증을 받으려면어떻게 해야 하는 건가요?

Question: Then how should they do to get the Halal Certification for those Korean companies who wish to go into the Indonesian market from now?

A. 새로운 법령에 의거, 인도네시아 할랄청(BPJPH)에서 원활한 업무 진행을 위해 인도네시아의 ‘PASIFIK GLOBAL INVESTMENT( Chairman Daniel KOO)’에게 SOUTH KOREA, 대한민국에 대한 인도네시아 BPJPH할랄인증 권한을 부여 하였으며 향후 단계적으로 JAPAN, CHINA, VIETNAM의 3개 국가에 대한 할랄인증도 진행할 것입니다. Answer : To expedite the work and procedure and according to the laws and legislations, the official authority for issuing the Halal Certification of Indonesia (BPJPH) has been entitled to PASIFIK GLOBAL INVESTMENT( Chairman, Daniel Koo) in Indonesia which will be taken charge of issuing the certification for three other countries of Japan, China and Vietnam gradually in future. And Mr. Daniel Koo, the chairman of PASIFIK GLOBAL INVESTMENT, has entrusted PASIFIK KOREA(A Korean branch of PASIFIK GLOBAL INVESTMENT, President Gwang Yeon Lee) with the authority of issuing the Halal Certification.
